How the Pennsylvania Pardon Process Works

A pardon from the Governor is considered full forgiveness for a past offense and can restore rights lost because of a conviction, including the path to expungement afterward. The process begins with an application to the Pennsylvania Board of Pardons, which reviews the case and may hold a public hearing before voting on whether to recommend clemency to the Governor. A majority vote is required in most cases, and the Governor has final say on whether a pardon is granted. This process is thorough and can take time, often more than a year from start to finish, so a well prepared application matters.
